What is a Firearm Owners Identification (FOID) card?
  • To legally possess firearms or ammunition, Illinois residents must have a Firearm Owners Identification (FOID) card, which is issued by the Illinois State Police to any qualified applicant.

How do I attain an Illinois Firearm Owners Identification (FOID) card?
  • Contact the Illinois State Police through their FOID website.

What is the waiting period in Illinois for a long gun transfer?
  • 24 hours from time of purchase agreement between seller and buyer.  (ISP website)

What is the waiting period in Illinois for a hand gun transfer?
  • 72 hours from time of purchase agreement between seller and buyer.  (ISP website)

What is your most common observed reason of denial for a transfer?
  • In our experience, nearly all denials are due to the fact that a person's address on their FOID and Driver's License do not match.  If this is the case for you, please have this rectified with the Illinois State Police prior to attempting the transfer process.  You can contact the Illinois State Police through their FOID website.

May a nonlicensee (non-FFL holder) ship a firearm by carrier?
  • A nonlicensee may ship a firearm by carrier to a resident of his or her own state or to a licensee in any state.  A common or contract carrier must be used to ship a handgun.  In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.
  • [18 U.S.C. 922(a)(2)(A), 922(a) (3), 922(a)(5) and 922(e), 27 CFR 178.31, 27 CFR 478.31 and 478.30]

May a nonlicensee (non-FFL holder) ship a firearm through the U. S. Postal Service?
  • A nonlicensee may mail a shotgun or rifle to a resident of his or her own state or to a licensee in any state. Handguns are not mailable.  A common or contract carrier must be used to ship a handgun.  A nonlicensee may not transfer any firearm to a nonlicensed resident of another state. The Postal Service recommends that longguns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms.
  • [18 U.S.C. 1715, 922(a)(3), 922(a)(5) and 922 (a)(2)(A)]

May a licensee (FFL holder) ship a firearm through the U. S. Postal Service?
  • Yes. Licensees may mail an unloaded handgun to another licensee in customary trade shipments. Handguns may also be mailed to any officer, employee, agent, or watchman who is eligible under 18 U.S.C. 1715 to receive pistols, revolvers, and other firearms capable of being concealed on the person for use in connection with his or her official duties.
  • However, postal service regulations must be followed. Any person proposing to mail a handgun must file with the postmaster, at the time of mailing, an affidavit signed by the addressee stating that the addressee is qualified to receive the firearm, and the affidavit must bear a certificate stating that the firearm is for the official use of the addressee. See the current Postal Manual for details.
  • [18 U.S.C. 1715]

Who can ship a firearm?
  • US Mail:  An unlicensed person (non-FFL holder) can ship a rifle or shotgun by US Mail.  Unlicensed persons cannot ship a handgun by US Mail.  Pistols, revolvers, and other firearms capable of being concealed on the person (for example, short-barreled shotguns and short-barreled rifles) are defined as handguns.  Postal regulations allow the Post Office to open your package for inspection.  The Postal Service recommends that longguns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms.  Handguns are not mailable.  A common or contract carrier must be used to ship a handgun.  (Ammunition cannot be shipped by US Mail.)
  • FedEx Express: FedEx will only ship firearms via their Priority Overnight service.  (Ammunition must be shipped as hazardous goods via FedEx Ground in compliance with "Limited Quantity".)
  • UPS: UPS will accept handgun shipments by Next Day Air only.  Rifles and shotguns can be shipped by UPS ground service.  (UPS will accept shipments of ammunition.)
  • FFL: Some gun shops or FFL holders offer the handling of shipping your firearm as a service.  Contact your local FFL for details.
